Information, communications and multimedia technology has been penetrated into all spheres of human activities. Video surveillance, for its direct, focused, convenient and informative features catches people's attention. The real-time image, captured by the cameras which are located at the place being watched ,can be transmitted through the network, accurately, clearly and rapidly to the monitoring control center, then through the storage facilities, to the storage medium to storage media. Control center personnel can directly monitor the situation and make timely responses, more effectively manage the surrounding circumstances of the substations and reservoirs, dams, water Gates and so on.To realize the intelligent management of the tailrace tunnel construction site of the Three Gorges underground power station, combining the current situation and development trend of video surveillance technology, and the resources available, a design of the mixed operation of the means of transmission, with the centralized control of the tailrace tunnel, is presented. The system can not only transmit the video signals together with the reverse control signals through optical fiber to a few kilometers away from the command center for centralized control, and the 10km outside the headquarters of remote surveillance, and can also control through sub-control device controller Privilege level priority. Meanwhile, the object can have real-time monitoring records. In addition, the system is also effective for the prevention of electromagnetic interference. Effectively protect the equipment, and ensure the reliability of the systems in operation.The design, by determining the number of control points and the investigation of the tail tunnel, uses the front-end infrared cameras as signal acquisition equipment, and uses the Fenghuo cable, with the Weichuang transmitter for transmission. Signals can be transmitted to the command center in television and recorded through digital disk video recorder.
