With the progress of our society and the improvement of our lives, the consciousness of security is increasing. As the most powerful tool of the security industry, video surveillance system has been applied to more and more fields. However, for some special occasions, such as inside the ship and under the coal mine, it is difficult to lay the common channel for video transmission. Video surveillance system that based on power line communication, can transmit video data through widely distributed electric-power line, and has many advantages: lower construction cost, shorter construction cycle, higher reliability an so on. So it solves the difficulty of constructing video monitoring system in special occasions. However, in order to reduce video transmission bandwidth as much as possible, the system generally uses H.264/AVC video coding standard for video coding. H.264/AVC video coding standard has higher computing complexity and consumes too much time when coding video. It results in low efficiency and poor real-time performance of the system. To solve the above problems, this thesis maks a research on two aspects:1. According to low efficiency and poor real-time performance of the system, this thesis makes a research on the H.264/AVC video coding standard deeply, and puts forward an efficient fast motion estimation algorithm which is named E-UMHexagon S. According to the simulation results, compared with the standarded fast motion estimation algorithm UMHexagon S, E-UMHexagon S algorithm averagely saves 11.56% motion estimation time, while rate distortion performance is similar. So EUMHexagon S algorithm improves the video encoding speed of H.264/AVC.2. Research on the design and implementation of video surveillance system that based on power line communication. The main research content includes architecture design, design and implementation of software and hardware, and the E-UMHexagon S algorithm is applied to the system. In view of the design of system architecture, the system architecture is designed according to the research on the architecture and inherent characteristics of the existing video surveillance system. In view of the design of hardware and software, the video capturing and compressing platform is based on ARM and embedded Linux system, and the power line communication module is based on the INT6400 microprocessor. The experiment results show that, compared with the standarded fast motion estimation algorithm, the E-UMHexagon S algorithm is able to improve the system’s efficiency and real-time performance effectively, while image’s quality of the video is almost invariant.
