In our daily life, TV has entered huge numbers of families, which has provided many kinds of entertainment and information as one kind of spreading the information implement. With development of science and technology, the living standard has risen, tradition TV already can not satisfy consumer's need .Network TV (IPTV) has entered into our live as one kind of brand-new technology, which transmits TV programs by internet and provides high QoS services as purpose. IPTV is one kind of applies of media streaming technology , the development of IPTV is intense relevant to the development of media streaming technology , so being able to provide high-quality service or not lies in how to handle multi-media content.IPTV is a ample system, and adopts distributed structure. Now, it can hold out several tens of thousand even one hundred thousand of consumers to watch TV programs at the same time. But because of the restriction of hardware cost, video server's I/O ability and network bandwidth can not been improved unlimitedly. In order to improve efficiency of video server and cut down the pressure of network, it is very important to select a kind of right technology for media streaming memory and scheduling algorithm.The paper has introduced IPTV system, studied the structure of IPTV system, and gave a detailed analysis of a few main modules. Then discussed the principle of media streaming memory and scheduling algorithm. The concept of segment memory and the selectivity period patching algorithms also have been issued. According to the present IPTV system, this paper designed some modules about media streaming memory and scheduling algorithms. At last, tested the impact of media streaming memory and scheduling algorithms for IPTV system according to the data gained in the practice of IPTV.
