With the development of electricity industry and IT technologies, energy management system (EMS) in various power systems has been widely applied. Moreover, due to the current power system development, the needs of EMS in the traditional power system can not meet the growing demands. To address the problem, the IEC61970 series standards were produced. CIM is its main content, and is an abstract model based on object-oriented technology, which unified the Power Information Model, EMS is achieved in the application software "plug and play" and "seamless link" basis. CIM and XML, CORBA and other common computer applications, but also enable these goals possible.Based on CIM, this paper introduces the IEC 61970 standard and XML, UML, RDF technology, and explains the CIM concept, structure and characteristics. Based on which a CIM transformation method which suits the current SCADA system is presented, and a detailed analysis of its three core functions and specific method are presented. Which are model extractions -- actual power system mapping to CIM object, database generated -- CIM objects mapping to and relational database, CIM/XML Document generated -- CIM Object mapping to RDF. Then, provides a module which uses Java to achieve these three functional modules -- CIM/XML Import / Export module. After these programs, we can realize the remodeling of any EMS system to a CIM product.Later characteristics of these programs are analysis. In view of the inadequacy of the program, the Effective quantity-based CIM/XML method was improved. Then a practical example is provided to demonstrate the improvement and achievement, and then discuss information exchanging methods after leading in this method. At the same time, the modification during different conditions, the shortage still exists, further ideas are analysis.At the same time, with the current situation of the IEC 61970 standard and hot issues, the extension of CIM, the adoption of IEC61970 with IEC61850, the usages of IEC61970 in new PAS of EMS are discussed, and some preliminary ideas are made.
