According to the application characteristic of LBS Billing Management system, one design scheme that based on the multilayer architecture of J2EE Frame and MVC Mode is proposed in this thesis, and by using multi-distributed components of J2EE, all modules' function of LBS Billing Management system are realized in this platform.In order to realize the goal, the research of this thesis has been carried as following: firstly,we have summarized some regular billing tactics of Mobile Value Added Service, in comparison with each other, one tactic which gives priority to billing by time, other forms assisted as by month, times is chosen for this platform. Secondly, relevant technologies about J2EE and MVC have been analyzed and discussed profoundly. Thirdly, the design of system's function with the described scheme has been given in this thesis, then the requirement of all modules' function, and the realization method of each functional modules is introduced detailedly. Fourthly, for the realization of system's expansibility, data's management and share, every functional module is encapsulated independently by EJB module packaging technology, and successfully transplanted into the LBS platform. At last, the overall test is performed in the LBS platform, and the test results achieve the previous research purpose entirely.This system is implemented through 100% java which makes LBS platform with the performance of portability, scalability and independent, and also its service functions can be easily and conveniently called by other related platform for its module packaging technology. Moreover, the interface of system design is very friendly and esay to operate, can fully support the XML/GML language for client's data reuqest, and with powerfull function. All the research work that had been done in this thesis not only have practical application value, but also establish positive effection for the further research and development of LBS Platform.
