Respond to natural disasters and social emergencies, emergency communications play an irreplaceable important role. The development of emerging wireless communication technology provides more options for the formation of the emergency communication system. Due to its flexible structure and simple network characteristics, the wireless Mesh network is very applicable to the communication needs of special scenarios. The main content of this thesis is the resource allocation problem of the emergency communication system in wireless Mesh network platform. Spectrum resources and energy efficiency are the two most important indicators in the communication system design process. In order to improve system resource utilization, the emergency network resources and their allocation strategy need to consider jointly the idea of cross-layer design, and then proposed an energy optimization with QoS guarantees.Against the particularity of emergency communications, we study the wireless Mesh network routing algorithm, choose the shortest path between each node are analyzed and discussed. Mathematical model using graph theory to network planning and traffic control, this thesis builds a wireless Mesh network communications reliability model. The energy problem of lower-layer was introduced into the network layer routing, following the research ideas based on the optimal path and the life of the entire network both at the same time, we focus on the shortest path, the second shortest path and energy considerations in route selection.For the co-ordinate allocation of the spectrum and power in the wireless emergency communication system, this thesis analyses the cross-layer QoS concept and the resource allocation strategies. An energy optimization scheme was proposed based on the transmission rate to ensure. The scheme with the Lagrange Multiplier Method and its concave growth, and derive the optimal transmit power of the Mesh nodes with QoS guarantee in network layer and MAC layer. Finally, the network model was expanded and three data distribution mode. The simulation results show that this energy optimization scheme can improve the efficiency of the power use which ensures the network throughput at the same time, extend effectively the life of the network.
