The paper analyzes the design of client platform and serverplatform base on the ICE architecture, proposes a method which can separate platformlayer from business modules, Business module can be seamlessly attached to theplatform. It discusses the design and implement of performance data analysis moduleindetail, achieves many of the functionalities, such as cell group customization, templatecustomization, KPI customization and query, showing the result in a variety of waysand can be linked withelectronic map. Performanceanalysis module can be loaded intothe platform of network planning and optimization system to implement TD-SCDMAperformance data analysis system, so the coupling problem of platform and businessmoduleissolved.As a preliminary development of a TD-SCDMA network planning andoptimizationtool, the system has basic functions to optimize network, butit is still veryyoung, there will be lots of improvement to do with the continuous development ofnetworktechnology.
