As a type of picture-scanning input equipment, photogrammetric scanner is mainly used in the fields in which need high precise photogrammetric digital video, such as total digital photograph measurement, remote sensing, geographical information system and so on, it is a necessary picture-scanning input device for the mapping department. It is of significance to research and develop a high precise photogrammetric scanner nowadays. The top layer software system provides an interface for the user to control and operate the scanner and plays an important role in manufacturing scanner. The purpose of this paper is to research and develop a top layer software system that is reliable, applied and has excellent performance.In this paper, the structure and principle of photogrammetric scanner and the design principle of the top layer software system are first briefly introduced, and then the design solution based on TWAIN is described. Furthermore, the paper depicts the solution's implementation including TWAIN standard, User Interface and help system. Finally according to the request of the project, the CCD lens aberrance of photogrammetric scanner is analyzed and the method of the geometric distortion rectification is researched.
