Recently, computer technology has developed rapidly and computer information technologies are also playing an increasing role in management work. With the regard and support of the Flood and Drought Control Headquarters, the Ministry of Water Resources, and Government departments at all levels, the construction of flood control information system has achieved relatively fast development in recent years. However, there are still many problems to be solved.Technically speaking, firstly, the basic information data of flood prevention is to be perfected. That is especially true of the information about project situation----with low level of digitalization, scattered data and the semantic difference, it is rather difficult to carry out the work of information integration, development and utilization; Secondly, the "information barriers" among related industries have not yet been broken through. Much of the basic information about the non-operating and flood control decision-making need to be invested by the water conservancy industry again, which greatly reduces the developing efficiency and the practical process of systems, such as the virtual representation system, simulation system and disaster assessment system.Viewed from the management level, firstly, the information-based standard water system is not perfect and the current standards are lack of effective supervision and implementation mechanism; secondly, the management functions of the present existing information management institutions are not that clear, with very serious phenomena of cross-management and lax management; thirdly, the basic level of information management is inadequate, lacking people with expertise in water information; fourthly, implementation of the responsibility system for the management of information technology is not yet in place, lacking the collection measures and mechanisms of the basic information, such as the information management and maintenance , the timely update of the model boundary conditions.In order to improve the efficiency of the scheduling work for flood prevention, and to enhance the timeliness and effects of work and so on, the author has gained access to a large number of flood prevention-related information, has gone to a number of flood control scheduling sector for research, and has exchanged views with professionals. After the sorting and improving work, the program about the flood control and scheduling communication services platform has been put forward. Flood control and scheduling service platform includes database management systems, telephone and cell phone voice messaging platform, flood control management system for scheduling communications, flood prevention and early warning systems, flood prevention and information consulting system, and flood control management system for scheduling on duty. By integrating some hardware such as voice cards and modems, we can entirely fulfill the key tasks in the flood control work.Based on the writer's experience and expertise, the popular Visual Studio and NET 2003 have been chosen as development tools. And the design is based on software engineering. In the design, developing and other aspects of the platform, the ease of use, practicality, safety, reliability and flexibility are fully considered.Considering the efficiency and reliability of data, the writer recommends the database Oracle 91 be used. At the same time, because of the small number of users and the small amount of data, in order to lower costs, the system also supports Microsoft SQL Server2000 database. Such considerations make us fully consider the transplanting possibility of the program in the design and developing process.The integrated platform for voice-card hardware will realize the management and control in all aspects, and achieve highly efficient interactions between man and machine and machine and man. Through the programming of voice card, not only the functions of traditional program-controlled switches can be realized, but also realize the functions of a conference call, the Secretary of the phone, call transfer, automatic transfer, the transfer fixed by time, sending and receiving of faxes, recording by hand, sound recording fixed by time, sound recording set by conditions, telephone warning, voice data query and some other smarter and better flood control functions in scheduling work and these functions are more intelligent and closer to the functions in the Scheduling work for flood control.The platform has also integrated the hardware modem for the realization of short message communications management and intelligent control, which can realize some functions such as the early warning of messages, messages notification, and data query functions of messages, which can greatly enhance the timeliness of the information, so that staff at all levels can respond more quickly so as to avoid or reduce accidents. At the same time, the human and communication costs can be greatly lowered.The realizations of functions such as the management of flood control scheduling, file transfer management of flood control, flood control order management, the briefing of flood control and so on, has greatly enhanced the efficiency of the work of flood prevention work schedule. If the line needs to be expanded, we can just increase a voice card.As to SMS cat, after investigation, we found out that the volume of text messages are low. By calculation, one line for the SMS is also able to meet the requirements. considering the probable future expansion, after it has reached up to a certain amount of data, text messages may not be able to meet the requirements. Furthermore, in order to prevent spam messages, our country has also put forward regulations----one calling card is not allowed to send out a certain number of text messages for a certain period of time. Therefore, this program has reserved a SMS interface, which can help to transfer the large number of SMS text messages to the value-added service providers through the interface.As for the aspect of conversion of Text-to-Speech, when designing, we need to use automated voice reading through the dial of the call of reminding and warning. Although in the MS.net, the text-to-speech function of reading has been provided, but there is not much information of early reminding and warning, and also there are too many figures and professional languages, so the effect of reading through the program is not desirable and sometimes the listener will not hear or understand the speech. In order to solve this problem, through the research and finding, the author has found one company in Beijing that has been engaged in the development of e-reading software, and this company has research and development cooperation with the IBM. The software products presented by them can provide voice to text conversion. When conversing, it can adjust the tone, the speed of reading and the experiences of phrases setting. Through the setting and adjusting of the tone and speed of reading, the voice conversion effect has been much improved and can be accepted now.The flood control scheduling communication services platform put forward in this paper, has made attempts in computer technology, database technology, CTI technology, text messaging technology and voice technology. Furthermore, some technologies are combined organically and an integrated Platform with many technologies is produced. With the rapid economic and social development, disasters, brought by storms and floods of the same level, will lead to greater losses in some natural conditions. With the continuing running-in process with the working staff and the management staff, the flood control scheduling communication services platform will certainly play a bigger role in the future.
