With the development of information technology in China's society, information system widely adopted in governmental institutions and units has become one of important applications of information technology. Nowadays, the urgent need for local governmental institutions and units at all levels is to build a cross-department information share platform, which is able to conduct information exchange at different sub-platforms, thus realizing timely submission and process of information.. At present, a number of software development companies have developed many related software products of this kind. However, due to different needs of governmental institutions and units at different levels, those products can not be used directly.. In terms of selecting a proper information system, Changchun Municipal Party Committee has different actual requirements compared with governmental institutions. In this regard, guided by the opinions and demands of Changchun Municipal Party Committee on building information system and based on existing network systems and technical capabilities, this project will construct a comprehensive data exchange and share platform covering party committees of county (city) district, the city authorities, the major public sectors and large enterprises, hence sharing information resources, promoting deeper and wider application of information technology and building a solid foundation for long-term development.Features of information system of party committees include large amount, wide coverage, timeliness, confidentiality, etc. Based on current conditions of information system in Changchun Municipal Party Committee, the new system should be built by making good use of existing intranet and software to shorten construction period, control costs, minimize risks and realize better performance. More importantly, the new system should be able to meet real needs of daily operations.The information system of Changchun Municipal Party Committee includes two parts, One covers General Office of Municipal Party Committee, the other covers each county (city) district, each development zone and each information report site. The first part of the system is able to collect, edit, assess, approve the information from the second part of the system and produce corresponding formal informative magazines. The first part also has the functions of official approval & adoption and automatic production of monthly report to provide efficient information service to officials and distribute information reports and magazines among its sub-branches. The second part has been designed to work as information channel. Terminal users can draft, evaluate, approve and report the information, able to know if the uploaded magazine has been adopted and related comments.The information system of Changchun Municipal Party Committee which was studied and designed in this paper, adopted relational database as the core database of the background, HTML for data exchange technology media, and developed the application software on J2EE platform. Meanwhile, based on WEB application system, information release system uses Internet / Interanet approach. Therefore, users could visit application on particular server of Changchun Municipal Party Committee information transmitting system via client brower, and browse, query, upload, schedule a series of operations. The whole process of information system was designed in accordance with conventional development process and standards of software.This paper majorly carried out needs analysis, outline design and detailed design stages. Furthermore, each stage of the work also inlcudes summary of the document and backup system in order to achieve the information system's designing, testing, maintaining and implementation .
