With the variety of global economy from industrialization to informatization, the state of informatization has step by step become an important symbol of modernization of government organization. And among the five fields of application on information superhighway proposed all through the world, the E-Government is graded at premier place, which not only makes the informatization of government a precursor of the informatization of society but the E-Government a necessity of the development of informatization of society as well. Meanwhile, the construction of a unitive platform for the information of government to conform government resources, improve work efficiency and make the government image better has become a problem that government departments at all levels are facing.E-Government is a technology that the governments make the management and service carry out in Internet after compressing, optimizing, integration and recombination by using modern network communication and computer technique, which can break some confinement such as time, space and regional and departmental separation. Then the government business operation can be effectively supervised, the government efficiency can be increased and can provide an integrative management and service of high efficiency, high quality and high probity for society.With the rapid development of J2EE technique, it is accepted by international market for its reliability and extensiveness, and becomes main streams of Web development. As a part of internet, the security and reliability of E-Government system is the cornerstone of consideration. Adopting J2EE technique could provide highly security and various choices, so the technique rapidly develops in E-Government application.Through consulting the data, relative definitions and standards on E-Government from home and abroad sources,the paper analysed the development of E-Government in detail. Based on the solid research on the E-Government theory and the case studies, the article generates the framework for the design of E-Government application system platform as well as the steps and ways on how to process. The application of such platform could not only lower the cost sharply, but also efficiently utilize the existing data and investment, and make the data or information sharing available within internal departments of the government without sacrificing the normal operation of the existing system, which will be a great promotion of the development of the E-Government in China. In order to quicken the development of science and technology, improve the popularization and transformation of the scientific and technical achievements, our country invests a large number of manpower, material resources, financial resources to the development of technology, tackling key problems and popularizing every year. In this case, the task of developing E-Government system has already been extremely urgent in order to offer the authoritative and high-efficient service to the popularization of the scientific and technical result, dredge the management policy of the scientific and technical result especially popularize the policy information channel that transformed, ensure the uploading and assigning of the policy, strengthen the management planning project information through management of normal and unified project application.This system main shows the work of government and office, in order to provide a convenience for farther studying; in order to realize office automation, the office integrate some function and approval, billboard, etc. In addition, the system still provides recreational column of video bunch planting in order to relaxation in spare time. The whole engineering constructions include three stages, primary stage, preparation stage and operation stage. Because E-Government is a heavy system, we main discuss transverse E-government system in this paper. The general technical frame of E-government includes dates layer, application layer and client layer.First, it begins with introducing the J2EE, the paper presents the system structure and core technique of J2EE. Second, the paper analyses the progress, actuality and characteristic of E-Government in China. Then it brings forward the technical construction based on the J2EE and the scheme as a whole by introducing the demand analyze of the most modules and the characteristics of the E-Government and J2EE.In the realization of the system, the paper introduces the design as a whole of Government Affairs Center. And it makes a design in detail in one module, which is illustrated with the n-tiers of J2EE.It must incarnate the traits and advantages of the E-Government based on J2EE.Finally,the paper introduces two key techniques in the system construction----the Work Flow and the Data Exchange technique. It analyses universality and characteristic of two techniques and puts forward the scheme.The paper adopts integration method from up to down, the existence dependence of problems with relation to integration were ananlysed, the priority was defined, the integration project was managed as a similar and large engineering, which was supported by the following parts. The designing and realizing courses were displayed by integration layer like dates integration or application interface integration, Frame, and EJB model which would be used in E-Government practices were studied, and their realized and applied steps were studied too.The paper's mainly research effort innovation list as following: (1) The feature and present status of E-Government was analysed, and suggested to imply the E-Government by using J2EE technology.(2) Based on the demand for the E-Government, the general technical frame and business frame of E-Government were decided.(3) The E-Government System was developed by J2EE technology, and the implementation method was introduced in detail.(4) A detailed report based on the develong system of J2EE, taking Network Meeting management branch system in the E-Government system as an example. With the development of E-Government now, government affairs platform system optimizes unceasingly in also needing on the function and on realization , because of resource and time, still, we need to improve and perfect the platform in ceaseless. This system can carry out expansion and optimize from the following parts.(1) Originally, E-Government Office System has provided the integrated government affairs system function , being able to make government affairs system log on seperately. We can use accomplishing application, diversity applies the data integration is still very weak. Apply rise , require to go a step further to integrate and synthesize the data being unlike the room applying.(2) Hardwares such as increasing by , avoiding using a server for the fleetness preventing from visiting amounts and data rate of flow becomes the bottleneck visiting, E-Government management system can reinforce the network data-handling capacity further , improve network intelligence and applicability, to resolve the network be jammed problem better. System ought to reinforce Yinte net rate of flow administration , visits to highly value orientation, functions such as loads balance , disaster recovery, ensures that providing stable , speedy information service.(3) E-Government official business managing system adopts module-rization exploitation pattern to the needs of customs. The module technology is one kind of software integration technology essentially , whose purpose is that the available software of permutation develops way, from raising software producting efficiency and mass fundamentally, improve developing success rate of heavy section software system. Make use of the module , as if we can resemble the building block numerous "to build " software system ,then we can realize big software size multiplexing , shorten a construction cycle , reduce upkeep cost. But in the process of practice, we haven't let module-rization come true completely.
