Telemedicine is a medical consultation with data transmission among hospitals by the network, and through video and audio systems for real-time case of the expert consultation. With the support of the telemedicine diagnose system,hospitals can complete the telemedical diagnose speedly and facilitatly, and the valueble expert resources can be shared between grass-roots hospitals and major hospitals, which can raise the level of health care in urban and rural areas of Chongqing, and promote the national medical reform greatly. The promotion of the telemedicine system in poor areas can also make people enjoy more and better care resources, so patients can save a lot of medical expense.Based on C/S structure, this system is implemented on.Net platform. To implement the complex tasks conveniently, the Leadtools and MS OFFICE COM components are also introduced into the system.The main works of this paper are as follows:①Analyze and summarize the business needs of The Telemedicine Diagnose System of Xinqiao Hospital in Chongqing.Corabinating of the telemedicine business of Xinqiao Hospital in Chongqing and Basing on full investigation and research, we coagulate three core modules:database management, multitasking, multithreading file transfer management and image resolution with DCM protocal, and three clients: expert client,member client and server-side client, in which the member client facing to the small hospital in the town, the expert client facing to the center hospital in urban and the server-side client facing the coordination of the telemedicine business and the basic datas management task.②Design the Telemedicine Diagnose System of Xinqiao Hospital in Chongqing detaily.Design the Telemedicine Diagnose System, research the business needs of the system, the building of the databse, the design of the system constrcture, the design of the functional modules and the total structure of the system. Taking full account of the developping of the common modules and the principles of the interface designing, such as the file uploading/downloading manager, the image browser and so on, need to expose the public interfaces for each client's calling.②Research and implement the Telemedicine Diagnose System Develop and implement the Telemedicine Diagnose System based on C/S architecture. Including the management of the patients information based on database, the multitasking and multithreading file treanfer of the image compress package, which is based of DCM protocal, and the image browsing based on DCM protocal.④Analyze the test results of the Telemedicine Diagnose System.After developping of the system,it is deployed in the Third Military Medical University and hava a trial. The trial results show that the system can resolute DCM and CT images perfectly, can compress and transmit the images fluently, the three clients can coordinate and complete the telemedicine stabilitily, so the practical application result is good.
