The Design And Implementation Of Government Financial Information Management Platform

In recent years, with the development of information technology, China's government departments at all levels have made great progress in the information work. Computer has become a necessary tool to carry out their jobs for the government departments. However, though many government departments have built the system, most of which belong to local units, decentralized construction, the units which have no uniformed data standards, using different platform, forming a message island, can not play an integral role. The situation has caused, to a certain extent, a waste of resources. Financial information and data are the key indicators of economic operation, which relates to a city's economic lifeline. Therefore, to build a government financial information management platform to cover all types of business and application of the government departments is essential. As an important part of E-government construction, it handles collection, exchange, processing of data from different operational systems, forming an inter-departmental and inter-organizational integrated data centers, and make realization of integration of related information and comprehensive utilization of data, accelerate the communication of information among various departments and industries, making the financial data base to play a greater social value. It also can make the resources much fully integrated in a broader scope, form an overall information-based government joint office system, achieve the comprehensive monitoring, eventually provide intuitive analysis data for the correct policy decision making of government leaders, and change the government operation to be more network-bases, greatly enhance the city's digital standards.This paper analyzed the background of the development of government financial information management platform system and the development of domestic and foreign research, briefly described the main problems the system need to address; summarized the system's overall business conditions and the technical operational requirements and detailed business requirements; introduced the system design, software architecture design, network architecture design, security design and technical routes in detail; also introduced the function of the system, the resolving of the key problems of the main system and function of each module in detail.The key issues which the paper resolved are as follows: Firstly, the government financial information management platform involves data collection, exchange and use of many important government departments. In the process of development of the system, we establish the data exchange platform, make integration and statistical analysis of the data in different sectors, achieve real-time data sharing and exchange, and display united.Secondly, we constructed a B/S multi-tier architecture-based data display platform in the system, which achieved comprehensive data inquiry and analysis, report generation and distribution and other functions, and which can carry out multi-dimensional, comprehensive information mining and analysis.Thirdly, the system relates closely to financial, tax and other important data, therefore, data security, reliability is a very important link in the system. It runs through the entire process of construction. The departments' business systems need to exchange and share data through the physical isolation network gateway to release the data exchange platform, while the various systems are relatively independent, which would maximize the protection of existing business system's security. And the data access, publishing and subscription in the system all need unified authority and identity, which guaranteed the data security.At present, many large and medium-sized cities have developed rapidly in the e-government construction, but the smaller ones haven't done enough in the digital area. To implement the Government's existing network management platform for financial and economic information in the key economic sectors such as financial, taxation, industry and commerce, banking and social security etc. with preferable existing information technology infrastructure in the small and medium-sized cities, and connect the leading sectors closely in the city through the sharing of data networking, is a new model we explored which is suitable for small and medium-sized cities' digitization. Therefore, the system is popular and applicable for the small and medium-sized cities which take a large proportion, and has great market potential.
