A Study On The Countermeasures And Problems In Local News And Public Opinion Supervision

Local news and public opinion supervision is strategic for the local government in the promotion of functions transformation, making government affairs public, and building a service-oriented government. Nowadays, many problems appear in China's local news and public opinion supervision. The thesis analyses and gives countermeasures on the problems and reasons in local news and public opinion supervision, and hopes to play a constructive role in the development of the local news and public opinion supervision in the future.In the beginning the thesis pointed out the importance of the development of local news and public opinion supervision. Under the new historical condition, China's economy and society is in an unprecedented and profound change, in which the collision of new and old systems, different interests and different values causes various society problems and contradictions. As a result, we have to further change the functions of local government, make government affairs public and build a service-oriented government, in which public participation and supervision are in urgent need. Meanwhile, with the awareness of political consciousness, the ordinary people are showing an unprecedented passion on the management of local public affairs and a great willing of expression. It is local news and public opinion supervision that supplies a good platform for the communication of the two demands.However, currently there are 3 major problems in China's local news and public opinion supervision, which I call them omission, malposition and offside. For example, the supervision is sometimes connected with money, power and relationship, thus we could also see false news, supervision between different places, retaliation, news infringement, "news media trial" and superiority complex, etc. Focusing on the problems occur in the development of local news and public opinion supervision, the thesis serves a thorough analysis from 4 following aspects: the awareness of local news and public opinion supervision participants, legal mechanisms of local news and public opinion supervision, management system of local radio and television news media, industry and self-discipline on industry standard and attainment of journalists. Currently, there are various bias and limit in the understanding of local media, party and government leaders, and public people; the legal mechanism of local news and public opinion supervision is not strong; restriction exists in local radio and television media; and the self-discipline system is not yet formed in local media industry, journalists are lack of professional quality.Therefore, the thesis takes Zaozhuang radio and television broadcasting as an example, and tries to solve the problems in local news and public opinion supervision. Facing with the new situation, Zaozhuang People's Radio, Zaozhuang TV are carried out a new exploration, which give full play to the development of the advantages of local news media, the development of democracy at the local level, and the promotion of local economic society's healthy and harmonious development. It points out a new way for further developing local news and public opinion supervision, its manipulity has a practical meaning for the promotion all across the whole country, while its profession experience supplies a great amount of materials for the research of news and public opinion supervision theory.The thesis conducts a detailed analysis under the guidance of science of public management, political science and journalism, seriously summarizes the successful experience and practice of Zaozhuang radio and television, points out its inadequacies and further proposes the countermeasures and ways to solve the problems in local news and public opinion supervision: local media, local party and government leaders and public people should have a correct understanding on local news and public opinion supervision; strengthen its legal system; accelerate the reform of local radio and television media management system; enhance the self-discipline system of local media industry and improve the professional quality of local journalists.
