As an import part of next generation network, the communication network of satellite is broad applied in global voice traffic, TV broadcast traffic, data transmitting traffic and so on, for its characters of broadcasting, supporting mobile access and global covering. Because the low earth orbit (LEO) satellite has the strong points of short signal delay, simple emitting project and low cost, little signal declining between satellite and ground terminal and small antenna of fixed earth station, it gets to be the hot research topic of satellite communication.During the development of science and the extending communication field, some fast terminals have joined the LEO satellite mobile communication network. But the existing paging strategies are concerned about the ground LEO satellite terminal with not high speed, to fast terminals, the original paging area get becoming lest in contrast to slow terminals, which lead to increase the cost of multi-step paging, quicken the updating frequency, and then decrease the work efficient. So, a new paging strategy should be drawn up for this problem.This paper is carried out from the network simulation, and then some reasons of choosing the OPNET network simulation software, special simulation principle and node moving modeling mechanism are given. Next, the simulation platform is designed from three degrees of network, node and process according to the simulation system's request. Last, taking the conclusion of existing paging strategies into consideration, meanwhile focusing on the basis contradictory of location management, a fit moving model is set up after noticing the specific movement of LEO satellite terminal. For these, we propose the paging strategy based the terminal movement with introducing the theory of two crossing tiers, and a network simulation platform of LEO satellite mobile communication is built up. The result of simulation has proved that the effect of paging delay and location updating cost is obviously improved.
