With the rapid development in the information technology cause, traditional expression manner and information transmission manner are no more content to the people and social needs. The Internet video conference and video phone technology emerges as the times require, transmit video information through wireless and Internet is the trend of the development in video communication. Due to the limited bandwidth and abominable communication environment, researching in the low bit rate video compression encoding is become special important.H.263 is video standard established by ITU-T for video applications with low bit rate. This paper has done a in-depth study at the basic elements and system structure solution of H.263 coder, with stress analyzing at the key techniques such as DCT, Zigzag scan, VLC coding and motion estimation. First, with deep study at the arithmetic of motion estimation, this paper brings out several optimization methods for enhancing the affection of coder, including soluction for avoiding to do operation for the same point and theory of threshold with automatic adaptation for block matching operation. Secondly, a new scheme for controling the output bit rate of coder, which is based on spectrum division, is proposed in the paper. Meanwhile, a method is discussed to enhance the quality of the video by restoring image based on filter theory.Finally, a video monitoring system is implemented in LAN based on H.263 core algorithm. In this system, winsock, RTP protocol and IP multicast technologies are used.
