In the past 10 years, multimedia technology got the rapid development. Video processing has been placed in the core position of multimedia. Because of the large amount of the data in a video sequence, it restricts the development of video processing. Digital video coding and its standardization are the key technologies of video processing.AVS video standard is developed by the Audio Video Coding Standard Working Group of China, which was approved in June 2003. AVS working group has finished the first version of AVS video standard in 2003. AVS video standard provides a good trade-off solution between complexity and coding efficiency. This dissertation focuses on the study of is the key technology of AVS video standard .As a result, video sequence has rather relativity on time axis, Motion Estimation and Motion Compensate can reduce this relativity effectively, as a key module in video encoder, motion estimation is rather complex in computation. For this reason, fast motion estimation has always been a favorite to the researchers in the field.DCT (Discrete Cosine Transform) is one of the key video compression technologies. Quantization technology is combined with DCT in this paper, which exploits multiply instead of division, avoiding the data overflow.A new quatizaiton method is proposed, which has the virtue of DCT technology and quantization technology of H:264. Experiment shows that result is better.
