With the emergence and development of Internet and e-Commerce, more and more companies are searching for the solutions based on Internet and Web technology. Business users need more application services, so, the software market is facing a major change. With the concept of software as a service, many software providers hope for providing their application to users through Internet, and then gain a firm foothold in the current situation.An academic conference is a conference for researchers to present and discuss their work. Together with academic or scientific journals, conferences provide an important channel for exchange of information between researchers. There are many conferences held every year, and generally, paper submission and reviewing are all important works of academic conferences. Benefiting from the internet, paper submission, reviewing and management online are possible, which makes it very convenient for conference participant and organizer.With the requirement for servizing in the service area, this paper makes a research on the running status of the application service based on the Web service and Service-Oriented architecture. The requester and the end-user of the application service is not the same one, after analyzing on the differences between application service and web service, bringing forward an application service model based on the dynamic deployment. In this model, application service appears as many application instances. The end-user visits the application instance running on the host environment. According to the application service model, this paper brings forward a method for turning software to application service. After steps of attributes extraction, attribute configuration, application encapsulation, this method turns the software to a service release, and then registers, publishes the release on the service platform for the customers' usage. Receiving the customer's request, create the application instance according the customer's requirement. And then do a research and discussion on the dynamic deployment. With the requirement of the academic conference, to be more and more quickly and efficient, and giving all the participants of the conference a good platform, this paper designs and implements a conference management system. The system deals with the important business requirements such as the paper submission and paper judgments. And it provides an information displaying platform to showing the information about conference to the participants. Additionally, combining with the service model, according to the servizing method, this paper implements the conference service. This work validates the servizing method and shows the conference management system as AcaConf Service to provide service for conference organizers.This paper shows the following innovations:1. Bringing forward an application service model based on dynamic deployment and discussing an servizing method.2. Designing and implementing a integrated online conference management system and providing for conference organizers in service mode.The work of this paper has already worked for CAD/CG'2006, CIDE2006 and CAD/CG'2008 ,and provides service for HHME2007 and ChinaGraphics'2007 . Now DBAT2008 and HHME2008 are requesting for the service , they are in the arrange phase.This paper needs more works on the application area of conference service and software as a service maturity model in the future.
