The OA system of the Telecommunications Bureau is a complete physically segregated from the outer net management information system, which is invested for speeding up the internal informationize construction, raising the work efficiency and the management standardized degree. In the past, the Burear didn't regulate the circulation of the paper documents, and used the manual transmission in the circulation, so the speed of file manipulation is quite reduced. The working diary which is recorded in the manual way cannot actually reflect the filling time and content. Even if there is quite strict system of examining and assessment, the case that adding the record and amending the working diary after their actual time is common. Thus, this cannot reach the purpose of supervision and monitoring. All the work orders were transmitted to every working group through paper, and each group cannot know the progress of other groups, so the progress of the whole project had been affected and the degree of customer's satisfaction had reduced.The materials such as customer information were only manual managed by workers. This caused that it was difficult to mange and inquire the information, and it was complex and inaccurate to account the datas and had affected the work efficiency. The managers cannot learn about the progress of the work on time, which had affected the deployment of the overall work and the arrangement of the working plans.Therefore, improving the internal management measure of the Bureau has been the most important assignment of the Bureau's informationize construction. It is urgent to speed up the file manipulation, enhance the supervision and monitoring of every department's working contents, and increase the communication among the departments and the performance of inquiring and accounting the paper. To develop the OA system of the Telecommunications Bureau as the information platform of the office management, the main purpose of the system construction is that, it can enhance the working efficiency, including the efficiency of archives processing, business management, and comprehensive information and so on, and the manager can accurately get the progress of the internal work in time.This article uses the structurized software analysis method, uses the evolution prototype the performance history, the description way which unifies by the UML and the natural anguage ,takes Lotus Domino/Notes as the technical platform construction, takes Lotus Workflow as the work flow engine, and achieves the system structure by the B/S way. We carry on the requirements analysis and the system design to the OA system, and have realized the entire process of requirements analysis, system design, code realization, system test and the installment to running. In this paper, it analyzes the background of system development and the current situation of office management. The paper tersely expounds the overall situation of the system and the main problem that the system needs to solve. In the paper, there are detailed descriptions to the system requirements analysis and the construction design. Also it describes the designs and realizations which have representative function detailedly. Finally it carries on the elaboration with the tests and the realizations.The key issues which have been solved in this paper are the following several aspects: First, besides the public office, the Bureau hasn't developed the other interrelated support software at present. They didn't have the explicit thought about putting their routine work and business to the system. So it has brought the quite big risk in gaining the requirements, development and realization. The system combines the development method of the evolutionary prototyping with the iterative methodology, which makes the users take part in the work more continually. Therefore, it enhances the user's satisfaction and reduces the development cost.Second, according to the present work situation, after the transformation the OA system should be the cooperative official platform that combines the manual work with the network. This system, based on the Bureau's service characteristic, mainly solves the problems of nonstandard office procedure, low efficiency, inaccurate supervision and monitoring, slack business communication, unsharp data resources, and limitation on inquiry and so on. It provides the desicion makers an accurate and systemic platform of getting hold of the whole internal situation of the Bureau.Finally, in terms of technology, the system has realized the safe register and management according the purview for all users at any level, and has promoted the work flow by the way of e-mail reminders. The system has also achieved that the data can be roughly inquired and accounted when there are several conditions combined together, and the result can be exported expediently. It provides the basis for the data analysis and report forming for different requests. The system uses role as the configured solution, which enhances its flexibility and maintainability. And it also has the completely backup and resumptive plan of the database.
