The deployment of credit system is one of important measure which is adopted in the reform of the teaching governance in the higher education, it will increase the quality of education and set forward the reform of advanced education. According to the theory of elective regulation under the conditions of the credit system, the paper firstly analyze the basic principle of web database and the technique of network security, and then makes a systematic expatiation in aspects of the design and runnable principle of the Teaching Management System based on the network environment. It finally further realizes the managing system of the common elective on network.First, this paper gives the basic design idea of the algorithm of course arrange- ment and courses electing algorithm, discover the Teaching Management Algorithm of according with our college.Next, this paper gives the basic design idea of the B/S—based online course elect system by analyzing the characteristic of the B/S structure and combining with the actual public elective courses conditions of our school.It introduces the function module and database design briefly,followed by a discussion on database accessing technology and the active page technology of the course elect system based on ASP.NET and SQL Server 2000.By using this system,teacher and students can choose courses online efficiently.The research aims at solving the typical issue existing in the management of elective course base on network environment, improving sufficiently the quality and efficiency of the educational administration, promoting positively application and study of network technology, and enhancing comprehensively the managing quality of the elective course, making the actualization and application of the elective system more scientific and standard.
