Higher vocational education has become an important part of higher education inChina,cultivating a large number of skilled personnel for the society. In the currentsituation,higher vocational education should be developed asa higher occupation education multi-level flexible, elastic. The developmentof society, industry, and higher vocational education’s own characteristics are requiredto implement flexible management mode of credit system teaching in HigherVocational Colleges and universities, but the credit system teaching managementmode to increase the management difficulty and complexity, the need ofteaching management system using computer technology and network technologysupport, as the guarantee for the implementation of the credit system.Selection activity is a basic and credit system teaching mode of the importantactivities, is the implementation of the core content of the credit systemmanagement. Selection activity is the result of basic data source ofteaching activities of Higher Vocational College and arrangement. Therefore, thescientific, reasonable, efficient management selection process and results, to ensurethe orderly completion of course work, is the basic requirement ofteachingmanagement of credit system.This paper relies on the development project of Liaoyang Vocational College ofTechnology credit system teaching management subsystem and course managementsystem, combined with the characteristics of higher vocational education and teachingmanagement model of credit system advantages, research, design and development ofcredit system in higher vocational education course management system based onWEB.For many types of vocational college students, the shortage of teachingresources, the credit system teaching mode can fit the need of higher vocational colleges development credit system, elective course management system isthe exploration of teaching reform way provides a good technical supportand decision support to improve the running efficiency, higher vocational colleges. Inthe research and the realization process of the credit system of course selectionsystem, the application of XML technology to solve software systems and some of thetraditional B/S architecture problems, such as bulk loading, data publishing.In addition to the application of the XML technology, this paper in thedevelopment process of course selection system, but also to study and bring forwarda fair selection algorithm,namely the scheduling algorithm to solve the problem, thefairness of the elective activities in the. The algorithm according to thestudent’s course volunteers, were randomly assigned to the teaching resources, solvethe problem of fair the "first come first service",and course arrangement ofwork put in the background, and does not generate a large number of concurrentaccess conflicts, avoid the congestion problem led a large number of concurrentaccess.The credit system of higher vocational education course system as animportant subsystem of teaching management system, can play a supporting rolein the high technology of the computer, which can meet the need of the teachingmanagement of credit system, the database structure design is reasonable, accordwith the characteristics of Higher Vocational colleges. The elective system has goodperformance, to meet the current course need, equity issues, elective conflict problemcan be well solved.Credit system, elective management system plays an important role inpromoting the credit system in higher vocational education teaching management, hasgreat social significance,XML technology, design fair algorithm is applied in itsdevelopment process for the development of other higher vocationalcolleges management system based on WEB has a good reference.
