Tianjin Electric Power Dispatch & Communication Center ensures the normality and safety of electric power dispatch system and business operation in Tianjin region, which is also the core of the automation of electric power system and communication network. Tianjin Electric Power Dispatch & Communication Information Management System is not only the production management system for electric network dispatchers, but also a unified information management platform. This system is framed by a popular three-tier software development system including application tier, middle tier and data tier, and grounded on Oracle9i date base and .net object oriented program language development platform. Its major functions range from 6 regular production and internal management areas including dispatch management, Relay protection management, automation management, operation management, communication management, integration management, to network extension of real time system and automatic office system.The communication center application system, which is developed on .net platform, possesses many techniques, including objected oriented design, automatic application, visible technolgy, Excel-based general report, XML-based data exchange etc. This thesis is based on the research about specific working process and applied with UML technique to describe system demand and design example, which makes a detailed introduction of designed objective and general design scheme of electric power dispatch communication information management system and the technique realization of functional subsystems.This system applies the program technique of Oracle9i to build up and manage the systematic data base and utilize .net advanced objective oriented program language as the development platform to provide users with a favorable human-computer interface and a convenient, fast and direct searching and accounting function, and finally realizes the highly unification of graphics, data, analysis and management.
