As an important part of China's broadcasting and television, Enterprise's cable TV especially some large scale state-owned enterprises' cable TV, played an active role in the development of china's broadcasting and television. Enterprise's cable TV is a position of enterprise spiritual civilization construction, a tool of party committees and the executive's propaganda mouthpiece and public opinion, a window of displaying corporate culture and establishing corporate image, it plays a overall function in enterprise such as publicizing the party's principles and policies, guiding the public opinion, disseminating information and knowledge, meeting workers' cultural needs.Along with china further deepening its market economic system reforms process and opening to the outside world, china's broadcasting and television system reform and channel specialization are continuous deepening. Nowadays, the existing and competing and receiver environment of china's TV industry have taken place profound changes. The media business model is transferring from simple Institutions pattern toward the direction of industrialized and commercial production. However, as a Pioneer of china's cable TV, enterprise's cable TV encounters an unprecedented development bottleneck. On the one hand, the state's macroeconomic policy limits their continued development and growth. Its functions are mainly located in rebroadcast the central and provincial radio and television programs. Only a small number of enterprise news programs are allowed to do. On the other hand, it is unable to produce quality and competitive TV products for its backward television media system. Faced with the limits of system and policy, the enterprise's cable TV is developed slowly, marking time, or even degradation. So in the current situation, is it necessary that the enterprise's cable TV exists? How to meet the requirements of the new era? Is the Market-oriented way the best choice to them?Based on media ecology theory, this paper adopts analysis Method of system theory combined with the method of Empirical Study to view Lanzhou petrochemical cable TV as an organic and dynamic development system whole, then to build a relational model (between factors, and systems and environment). Based on this model, this paper analyzed the historical track, current situation, difficulties and reform path of the Lanzhou petrochemical cable TV, discussed the main factors causing its development and difficulties and hope to offer some enlightenment to its future development.
