"Teaching is the base of building a school, scientific research is the road leading to strong school."So the management of scientific research is playing a more and more important role in universities,and every university and every enterprise which has the ability to do scientific research is active in developing their own scientific research managing systems.However,as the increase of data quantity and people's demands, common scientific research managing systems can't meet the policy-makers'demands when they come to choose valuable information from all data ,nor can they offer reference to leaders when they make desicisions,all of which limit the further improvement of the standard of managing a university.Therefore, how to choose and mine the information which is useful for managing the scientific research from all data has become a real problem for the users. Decision analysis has become one of the most popular areas in computer technology in recent years. In the scientific research managing systems, analysis systems based on data warehouses and OLAP can analyse the schools'scientific research data from more perspectives and levels, making policy-makers of universities master the latest information and tendencys and offering them theory instructions to make related policies and long-term plans to improve the standard of the scientific research.Based on studying of scientific research managing systems in universities and scientific research about policy-making as well as analysing many literatures and much data of scientific research in Xi'an University of Science and Techlogy,the system about managing affairs of daily information of scientific research was built ,by which we can record,edit,enquiry different data of scientific research and manage the funds'appropriation of scientific research.Besides, based on the database of affairs-managing system,by making a further study about the theory knowledge of data warehouse and using the most popular memory way which is based on related table, a data warehouse about the information of scientific research was built.Also by using the module—Analysis services of SQL Server 2000,the paper constructed many multi-dimensional data sets about items of scientific research,papers and achievements of teachers.According to the characteristics of OLAP ,which can do pre-polymerization data and carry on the multi-dimensional analysis,users can pay attention to and analyse the data in different aspects and levels by EXCEL to master schools' situations of scientific research. At the same time,the system developed scientific research decision-making report forms by using ADOMD and MDX for users.At last,by researching the connection rules of the Apriori algorithm, the connection can be digged between teachers'attributes and their papers'levels. The connection rules got from the system can provide the data support to policy-makers, formulating the effective policies for the construction of scientific research in universities and realising the decision analysis about the data of scientific research.
