As the demand of network application comes to diversification, intelligence and individuation, the concept of NGN was bora in telecommunication field, coming along model of NGN service, architecture by computer field and it was introduced to 3G network. At the same time, as internet changes telecommunication services a lot, various services are developed both on fixed and mobile communication network by internet technology. Despite various traffic networks are brought to use, each network supplies a kind of specific service and is isolated with other traffic networks. This brings restriction to service convergence and resources are wasted definitely.Service-Oriented Architecture (SOA) is able to connect services of different application by interface and contract which are defined clearly. SOA makes it possible to operate between service in different system by a unified method and it is independent on hardware platform, operating system and programming language. As SOA can converse frozen, useless assets to current assets and help telecom enterprise improve validity, adaptability and quick response, telecom enterprise chooses SOA to converge applications.Home network monitor system is a subsystem of "Home Network Application Demo". It is based on SOA, including monitoring application server, AIP, video monitoring system and sensors. This paper is focused on design and implementation of AS.This paper is divided into four parts. The first part is theory foundation of SOA, summarizing conception and development of SOA. Through this summarization of conception and related technologies, we can get a clear background of SOA. This part is made up of two chapters. The second part is mainly the necessity of SOA in telecom system integration and some tips in the process. The third part is an introduction of "Home Network Monitor System", including system design architecture, AIP system design and the goal of AIP. The fourth part is design and implementation of AS, and this part is the most important one, which includes system function requirement and description, traffic and work flows, environment building up and the application implementation. Finally, some advice of improvement about this AS is given to make the service more reasonable and convenient.
