With the development of mobile communication, 3G network is widely discussed recentl years. 3G network provides broader bandwidth for data services, which will promote the development of the data services.For the 3G network, the most important thing is providing various and attrictive services .Telecom services are traditionally accessed to mobile service network by using many different access protocols.There are two major disadvantages to this: Firstly, it is difficult for IT community to develop telecom services since they have to know many different telecom protocols. Secondly, it is not easy for telecom carrier to realize integrated telecom service management. It is nessesary to design and develop SAG.SPGW is just such a platform to access for SP. Without the professional Telecom knowledge, the SP could make use of the Telecommunication capability to develop variety of value-added services, if the SP calls the open interface provided for the public by SPGW. And location adapater, providing SP the location information, is part of SPGW.This paper mainly studys the conversion between Paraly X and Le, gives a brief research about the Web service and J2EE technology. Meanwhile, this paper addresses the ParlayX technology.This paper introduces the generation background of the SPGW first; following gives a detailed briefing on the location adapter in SPGW, including the concept, the function and the role in the value-added business platform. On this basis, it expounds the J2EE-based design architecture of the location adapter and addresses in detail the several key issues in the implementation of the location service, including the design and implementation of the public class, the business logic and the message codec. Finally, it gives a brief exposition to the testing and deployment of the location service.
