Since 2004, China Mobile and China Unicom have launched mobile TV business, people discover in surprisingly that a new media appears, and the mobile has also been called "the third TV" after television and internet. According to an authoritative organization report showed that, by 2010 the world will have 120 million mobile users to watch live TV program. Asia will become the most common mobile TV service areas. Compared with traditional television Mobile TV has many incomparable advantages, example, more popular than computers, more convenient than television, richer information than newspapers and radio has, more portable than traditional media, and also more private than other media. It has advantages of text, image, video, interactive, entertainment, and it is raising a new revolution in the media industry. We can imagine mobile TV era is just around the corner. As the world's largest consumer market of mobile, the Chinese mobile users has broken through 500 million already, which makes mobile TV business has great prospects in China.At present in china, mature industry policy guidance, selection of technical standards, operation mode and program contents and so on, which control the development of mobile TV, are still in a vague exploration. This paper try to give the theory explanation to communication characteristic of this new media—mobile TV, then analyses its development of present conditions, explores questions and bottleneck which exists in the development process and trys to put forward corresponding solutions and countermeasures.
