With the full spreading of e-learning throughout the world,e-learning and its quality assurance of service increasingly become the focus of people's concern.In order to effectively assure the quality of e-learning,the International Organization for Standardization has been or is being carried out the research of quality management, assurance and metrics of e-learning.In order to harmonize the various approaches which is used to assess the quality of products and services of e-learning,the International Organization for Standardization/International Electrotechnical Commission,Joint Technical Committee 1,Sub-Committee 36(ISO/IEC JTC1 SC36)develops and publishes the standards of quality management,assurance and metrics of information technology for learning,education and training.ISO/IEC 19796 consists of four parts: the first part is General approaches,the second part is Harmonized Quality Model,the third part is Reference Methods and Metrics and the fourth part is Best Practice and Implementation Guide.The standards describe how to assess the quality of e-learning whether is applicable to the international standards or not,and provide e-learning providers and users with a comprehensive framework for assessing the quality and a variety of assessment methods.People can easily compare strengths and weaknesses of products and services of e-learning,and thus it can be helpful for people to reduce the cost of quality assessment methods and complexity.Based on the research on information technology for learning,education and training-quality management,assurance and metrics and the building status of distance teaching platforms,the author designs the system structure of the distance teaching platform based on the quality assurance standards along with the free normal students' education in Huazhong Normal University.What's more,the author tries to build a learning management platform with quality assurance for free normal students.Key activities include:(1)General introduction of quality assurance standards and make clear the relations among the four parts of standards and its application value.(2)To clarify the reference framework for the description of quality approaches,and based on this,carry out the needs analysis and framework analysis on the learning management platform for free normal students by way of questionnaire survey and interview.(3)To clarify the quality model of organizations and services and based on this, make clear the forms of organizations and construct an innovative model integrated pre-service and post-service teachers' education.(4)To clarify the quality model of solutions and learning resources and reference methods and metrics,and based on this,carry out the overall design of the platform and explain the functions of the platform,and thus carry out a detailed design.Finally,try to clarify how to build the quality assurance system for free normal students' learning management platform and gives a detailed list of features.
