This article based on instructional design theory, according to the "Smith - Reagan" instructional design model, selects courseware-structure and record-keeping from the basic components of "CAI" courseware's design to be teaching content, do instructional design. And based on this, do the development.Based on the analysis of the definition of web-based course, do the position of the subject, and Proposed that the purpose of stating the web-based course is implementation the goal of classroom teaching. The theoretical basis of the web-based course is instructional design theory, use the "Smith - Reagan" instructional design model, selects courseware-structure and record-keeping from the basic components of "CAI" courseware's design to be teaching content, do the instructional design from the learning environment, characteristics of learners, task, teaching strategies and teaching evaluation based on the content. In teaching strategy, teaching organizational strategy is embodied, under the guidance of refined theory using semantic network to do the organization and characterization of the knowledge, under the guidance of components display theory do the design of micro-teaching organizational strategy. And, on the basis of instructional design, select the Microsoft Visual Studio 2005 as a major development tool, under the guidance of the software engineering thought , from the development environment, system's analysis,operation flow,database design to the function achieve do the part development on the content.
