Study On The WebGIS-based Water Environment Management Technology Of The Estuarine Zone

Estuarine zone consists of rich resource. As a result, there is high population density and developed economy. However, in recent years, environmental problems in estuarine zone resulting from the enlargement development of industrialization and urbanization , the insufficient investment of environmental protection, and the low level management at present have had disastrous effects on the estuarine zone resource, ecological environment . At present, the estuarine zones have become one of the most severe pollution areas in our country. The water environment system will bear more and more ecological pressure. However the traditional management means of the water environment administrator have not solved the new problems emerging from management. So, it is very exigent that study building digital estuarine zones , which realize informatization , modernization in the management . The ecological problems of water environment have had disastrous effects on the socio-economic sustainable development to some extent. Consequently, the management technology study of estuarine zones has remarkable social effect and ecological effect. The study of the environmental changes and adaptation is scientific foundation of sustainable exploitation, artificial control, and reasonable development.In the environmental management, the unique function of Geographic Information System (GIS) in the special and attribute data management and special analyses is irreplaceable, compared with other software.The paper try to solve the existing problems in water environment by GIS ,whose powerful integrated exhibition and release ability of maps and particular spatial analysis can implement the release the water environment information by network .With the GIS, we can implement integration of special, environment and other data, dynamically appreciate water environment quality, visibly descript the contamination diffusion rule in space, and effectively warn in advance the instable factor in water environment system.The paper summarize the shortage in the water environment management at present and the advantage and foreground of GIS in the application, Enumerate the key technologies and implementation model, and describe the definition, characteristic, system construction , implementation model and the important function in the informatization management of water environment. With the guidance of design principle ,the design of Platform technology selection ,system construction ,function model, and the database , the ArcIMS as WebGIS platform , and various technologies of network programming , I develop the water environment management information system of estuarine zone, Which take the estuarine zone of the Yangtze River as example, apply the water environment management technologies and model in the paper, and verify them.
