The Billing & Accounting System (BAS) is one of the most important Business Supporting Systems for the telecom operators. It undertakes the functions of expense calculating and gathering after the clients using the telecom service, and it has taken the very important ratio in the whole telecom supporting system.As BAS is an important part of telecom operators' Business Supporting System (BSS), telecom operators improve service quality and enhance their competitive strength by the way of building and improving the efficiency of BAS. In order to meet the demands of the BAS, it has very realistic meaning today to set centralized BAS.BAS becomes more and more complex, the complexities of system functions have caused the complexities for realization and higher requirements for efficiency. The centralized BAS consists of rating core system, outer system and monitoring system. There are a lot of function modules in the rating core system. And these function modules belong to preprocessing sub-system, rating sub-system and out-account sub-system. The rating sub-system is the most important sub-system in the rating core system, its vigorous and healthy directly affects the quality of the entire Billing & Accounting System.This thesis starts from the project—CNC south centralized BAS Transformation Project, deeply analyzed and researched the rating sub-system of BAS. Researched and realized the application of the technology of shared memory in the arithmetic of information loading, and the storage and search of the customers information. At last, researched the detail records' dividing mechanism in the rating sub-system, and then gave a improvement scheme and realized it.The rating sub-system is the most important sub-system for the Billing & Accounting System. In this subject, the rating sub-system used the shared memory technology, the information related rating is loaded into the shared memory with the structure of AVL Tree as the system beginning. The service processes of service logic modules use the information commonly. On the one hand, it avoids reading the database over and over, and improves the running efficiency. On the other hand, it realizes data share among the processes. Meanwhile, a improved arithmetic of creating AVL Tree is given, and this improves the efficiency of rating.
