The general goal of this paper is to take advantage of the advanced computer techniques and networks throughout the troops to establish secure and reliable, easily using, conveniently managing and maintaining information management system for the archives and the lawsuit, which makes it become management information center for the unit of troops of lawsuit and provides instantaneous, real information to various relevant functional departments. To reach this goal, as to the analysis and design of lawsuit and archives management, this paper applies approaches and tools of software engineering and techniques of .net studying and realizing the information record of network lawsuit, letter lawsuit and visiting lawsuit. The main work of this paper:According to the working flow of the lawsuit department, this paper realizes disposals of various lawsuit cases on the network and improves working efficiency of superior department.This paper provides for the troops a platform of knowledge of lawsuit. Any users can obtain relevant rules and knowledge of lawsuit as long as logging on the web pages. It also supplies two kinds of lawsuit in the network: signature lawsuit and anonymous lawsuit; provides two kinds of feedback of disposal result: uncovered and covered. Based on the discussion of security problems on the system, it puts forward a resolve scheme for the information security on the basis of electronic politic system from the B/S architecture. This scheme can also be used in the other units of electronic politic system.First, this paper introduces the letters and visits management, of current techniques in China and fremdness,analyzes Military letters and visits the design need of management.Draws data flow chart according to the above-mentioned need and the c haracteristic,gets related data dictionary. And then does more detailed analysis to the function request of system, getting according to the analysis of the function request of system, the function module is designed, the design gets the system logic model and the correlation data sheet. The database and the function module is realized.Applying a universal lawsuit working flow and lawsuit management system is a change to the traditional working style and also a vital revolution to the lawsuit works. Popularization and application of the management system can fulfill all-levels supervision department's staff settling lawsuit cases on the same working platform so that it decreases repetitive works and improves working efficiency, which relieves lawsuit workers from tremendous and heavy workload who can focus their time and energy on fulfilling function of supervision; It can trace and record every letter of lawsuit case; It can efficiently restrict the behaviors of working staffs from all-levels lawsuit department, which is the embodiment of the ability to improve settling lawsuit problems; It can take advantage of information resource of lawsuit to have comprehensive analysis and to provide references for leaders from all-levels department to make a right decision.
