Since the pass of Amendatory Road Law, scheme of fuel tax, which has been long paid attention to, is confirmed on the whole. After the scheme's carrying into execution, the gasoline tax and diesel oil tax will be imposed at the same time, while the fuel tax will be imposed during production process. Special warrant will be managed. When producing and wholesaling corporation's fuel, special warrant will be given through anti-couterfeit revenue control system and all the retail fuel dispensers will be installed with uniform revenue control fuel dispensers, and will be managed as general taxpayer.The country decided to install revenue control device to current fuel dispensers and organize factories to produce and use it in order to strengthen the revenue management of gas station and the monitoring of tax sources, to stop the the tax leak, to standardize the manufacture of gauge instrumentations, to beat unlegal activities in product oil circulation, and to vindicate for the legal rights and interests of consumers.Revenue control device for fuel dispenser is mainly made up of anti-explosion engine, anti-explosion junction box, anti-explosion power box, lamina pump, gas and oil segregator, flowmeter, engine, oil viewer, oil gun, switch, sensor, PC, display, keyboard, and so on. Electronic part of the revenue controlled fuel dispenser is mainly made up of power module, revenue control module, junction module, switch, control module (or fuel dispenser controller) , sensor, display module, keyboard and LCD, real time clock, etc. Measure MPU (microprocessor) is the core of control device, and revenue MPU is the core of revenue control device, where the monitor MPU is produced by supervision of the country. Measure MPU and revenue MPU assort with each other through interface, and both are in charge of normal function of the fuel dispenser. When gasing the oil, gas control data is first keyed in through keyboard, and measure MPU send the data into revenue MPU for display, and then start the engine. The engine drives the pump for gasing. Flowmeter runs and produces counter impulse through sensor. Counter impulse is sent into measure MPU and revenue MPU, since revenue MPU detects measure convertor invalidation-checking module works. After plastic operation and fixed value operation, concerned data is memorized into measure memorizer and revenue memorizer, while gas data is shown on the display.Consequently, our project uses FPGA chips to accomplish control function related to fuel dispenser, named measure MPU (GVC chip), which owns independent intellectual poperty and supplies a gap in the country, based on fulfilling the functional control of it. In technic aspect, we use FPGA to implement functions of control device, and specs are fulfilled with national standards. In the chip there are Synopsys DW8051 IP core, SFR bus module, IIC bus module, SFR sub-system, watchdog, clock reset and power check module, etc. The design is of higher integration level, lower complexity, and higher reliability, stability and security. Also the anti-jamming abilitiy are incresed a lot, which will improve the system's EMI. We adopt advanced pulse and phase counting method, which will improve the stabilization and veracity of accounting. We plans general interface, which can support almost all kinds of keyboard, LCD display and other peripheral equipments, which makes the whole system can be easily intergrated by different manufacturers. The design and research of whole system is of short period, low cost, high flexibility and high expansibility, which can be upgrated quickly to suit different manufacturers' requests.
