However, the managementobjectives, accounting focus, effective information filtering requirements betweenfinancial sector management system and bank accounting system are totally different.It appears vitally essential on how to docking with shared information transmissionbetween the financial management system and bank accounting system, which couldmodernize the non-tax revenue collection.On the research of the financial management system and bank accounting system,this paper developed banks for non-tax revenue collection system, which cangradually standardized the local government non-tax revenue management. Thesystem uses two models of bank collection and online bill payment; software designedto use such languages as Delphi and Net; to use Asp.net model and the C#languagein net platform. Networking systems consisted of finance and banking network,finance and executive closing units networked, upper and lower levels financialnetworking, and internet and pos machine payment network. Information security ofthe system using firewall, antivirus software, dual hot equipment, tape backup, diskbackup, permissions hierarchical management. In bank collection system, the networkprotocol used by the financial and banking communications socket driver. The designof database adopting a kind of relational database SQlserver. The part of software isconsist of six modules, which are bank collecting real-time receiving system, fiscalend information management system, unit information inquiry system, countiesnetworked systems, bill management system, and non-tax revenue for online paymentplatform.After theoretical arguments and practical application, this system turned out to besuccessful enough and has the following advantages:1, real time, facilitate theeffective monitoring of financial departments;2, various means, convenience;3,simple operation, easy to be promoted;4, self-developed, easy upgrade andmaintenance;5, system fully functional, stable operation. Next we are ready todevelop a wireless mobile pos machine fare collection system to provide greaterconvenience to fee and fine collecting for transportation, passenger transportation,highways and other departments.
