Along with the medium technology's fast development, the mass media while plays its huge role, also has had many negative influences on minor's growth, media education arise at the historic moment correctly, which trains the minor to master the ability of understanding the information, using medium reasonably. The media education origins from Britain, then European and American countries takes seriously, at present , Asia, Africa and many other national's medium researchers and the scholars pay attention to it. The country that realized the media education's positive sense, has carried out a lot of research and practice work, thanks to the United Nations Educational, Scientific and Cultural Organization's promotion, more and more countries in the world has joined the media education movement. This thesis is precisely stems from the hot spot topic in domestic and foreign news and dissemination educational world-media education. At present, our country's media education research still pause on translating and introducing overseas research results, our country's national quality, economic development level, the educational system and so on are infinitely varied with the Western country, copy and imitate the pattern of Western country only to cause defeat, how to make the media education localization is the urgent matter. This paper's main purpose lies in, through to comb and summary the media education's concept, development process, point out the necessity and the importance that carries out the minor media education in China, in profits from the Western media education research, practice results, according to national condition, proposes specifically and feasible minor media education plan.The paper divided into four parts, the introduction introduced why I choose this subject, the research significance and the value as well as the research technique and so on. The first part to the concept and the connotation of teenagers medium literacy education, summarized the experience of overseas development medium literacy education, as well as our country medium education history and present situation; The second part has analyzed the medium environment which our country teenagers locates, pointed out the necessity to develop medium education according to the teenagers medium contact situation; The third part attempts to propose medium education plan which conforms to the Chinese national condition, elaborated separately from the government, society, media, school, family and so on, makes the beneficial exploration and attempt to our country teenagers medium education.
