Along with the coming of the informational and global society, the Broadcast & TV Industry has become the new commanding point of state (region) competition. As a special industry which carried out "public institution, enterprise-operation", the Broadcast & TV Industry of China itself also has gradually start the fierce reform and innovation, including industry's recombination, identity replacement and internal integration, etc. Under the background of meeting Chinese condition and coping actively with the market competition, D Municipal Broadcast & TV Media Group as well as most regions Municipal Broadcast & TV Media in China, has been facing the confusions, challenges and opportunities.D Municipal Broadcast & TV Media Group has experienced hard exploration for years and obtained successful experience and frustrated lesson. With the definition of the industrial attribute of Broadcast & TV Media "what be" and "what has", as further investigate on deepening the industry development and innovation of management mode, "what does" and "how does" have already become the completely new problem faced by D Municipal Broadcast & TV Media Group. However, the lagging of the related theoretical study has been the important restrictive factors on the development path of D Municipal Broadcast & TV Media Group. So, researching deeply on the development assumption and innovation of management mode of D Municipal Broadcast & TV Media Group, has a great guiding significance for its development, and will also be useful for reference to further research on the development and management theory of Broadcast & TV Media of China and to standardize the development and management practices of the Broadcast & TV Media in other regions.This paper applied the relational theories of Industry Cluster and Regional Economy Development, especially the Enterprise Strategy Management Theory in the strategy instituting and management of the development assumption and innovation of management mode of D Municipal Broadcast & TV Media Group. The main content as follows: the development and management situation of D Municipal Broadcast & TV Media Group was studied with the Value Chain Theory on the basis of the internal elements of D Municipal Broadcast & TV Media Group; with the induction and statistic of its internal resource and the analysis of its external environment by the PEST Model and Poter's Competition Construction Model, the development of D Municipal Broadcast & TV Media Group were studied with the SWOT Model; with the product structure analysis by the BCG Matrix Approach, the development location and the development targets of D Municipal Broadcast & TV Media Group were determined, and the assumption of coordinative development of D Municipal Broadcast & TV Media Group between the foresight development based on the core competence and the balance development of functions within Double-logic Frame was put forward, then the development emphasis frame was studied and designed, and the transformation from traditional government-propelled management model to modern enterprise management model was studied macroscopically according to the development requirement of D Municipal Broadcast & TV Media Group; and then the micro elements of D Municipal Broadcast & TV Media Group establishing modern enterprise management mode were analyzed for trying great efforts to make the management mode innovation, enrichment and perfect; finally, the specific suggestions ensuring innovation strategy implementation successful were proposed.
