The problem of the loss of state assets is always a focus for all aspects, although China government emphasized and repeated many times and want to prevent the loss of states assets, the final effects are not good enough, even the problem was still not solved until now, typically the affair of China National Aviation Fuel Group Corporation (CNAF) that happened recently, it caused a huge loss as 5.4 billion Yuan, therefore how to strengthen the supervision on state enterprises assets and ensure no any loss on state assets in future is still an unsolved problem during the innovation period of state enterprises. The supervision of state assets could protect value maintaining and value rising, to realize state economy development smoothly and rapidly, it needs informatization driving the modernization, legislation, standardization, then reduce the opaque character of information in the management on state assets and promote the efficiency of supervision on state assets, preventing the loss of state assets, to achieve the value maintaining and rising of total state assets, using quantified target on tendency problem as the reference for macro decision, using advanced target system and quantified module to promote the science of supervision on state assets.For realizing the target of 11th Five Year Development overall Plans and based on group's characters and experience of informatization, Shanghai Pudong Development Group (SPDG) already made the summary projects of informatization development for next three years, presented innovative ideas as "informatization management and utilization platform", using informatization to lead outer supervision and interaction control of state assets, monitoring the targets of states assets during the operation of state assets on line to realize totally control on the present assets condition, risk early warning, assist assessment of state assets, prevent the loss of states assets, provide the methods for state assets value maintaining and rising, even could provide other functions such as providing doc transiting, monitoring, and daily informatization management record.The platform and environment of this system: the system was developed under J2EE platform, adopted triple B/S frame in design, the operating procedure was stored in server as the document form, user could use IE surfing on the internet for some operation, login from any one terminal only, the system also adopted the unified right management mechanism that was supported by mutual business platform to integrate the data in relevant modules in group's operation & management system to State-owned Assets Supervision Administration Commission (SASAC) of the State Council, no need for login second time.The system has many functions such as early warning supervision, special issue supervision, enterprise information management, investment management, important affair management, long term investment management, enterprise innovation management, operation management, property management, asset management, performance review, etc, as a subsystem of informatization development of SPDG, the Asset Management System and Human Resource System, Finance System complement each other to achieve the informatization management within the group together .Now the system is trying to run.
