Ministry of Information Industry for 2005 electronic information industry development fund special Tibetan software project-"Research and Development of Linux-based Operating System for Tibetan". This project aimed at the Tibetan language features and the Tibetan information processing of the application requirements, focusing on support for the implementation of the Tibetan Operating System based on the Tibetan national standard and the Chinese Linux Operating System and Office Suite. The establishment of standardized, and standardization of Tibetan information processing system for the future apply to the further development of Tibetan areas, specific areas of family-oriented applications, formed industrial scale research and development laid the foundation for the basic objective of the project has special significance of on the economic development of China's minority areas and upgrade the level of the information society, improve the education of ethnic minorities scientific and cultural qualities and so on. This paper in the research and realization of the project that Red Flag Linux Dektop5.0 as platform analysis of Tibetan Linux Desktop System, the ultimate realization KDE desktop system of Chinese, English and the Tibetan Version. Mainly from the basic concepts of the Software localization and general processes of the software localization and analysis of Linux internationalization and localization architecture ,detailed discussion of the Tibetan environment Locale Linux localization and database of Tibetan language localization And multi-language support, as well as the bottom of Glibc Locale support, XLC_LOCALE, which describes the use of such Locale text encoding, all the characters into the encoding and font sets, and other information, the realization of the Tibetan language in support of the Linux operating system, ISO 10646-1:2000, GB18030 code, and in accordance with Tibetan national standards, design and implementation of Tibetan output.
