With the rapid development of China's economy, the port economy plays an increasingly important role in national resource and product of import and export. The port constructions are growing and business operations are also increasingly expanding. The port of production have a certain particularity, in particular, the oil of handling processes have characteristics of complicated, selection flexible, equipment variety. And it also has higher measure accuracy of scene signal, just like tank level, temperature, oil density, pipeline flow and so on. Contrasting these characteristics, this paper analyses the current development stat and the existing problems, and designs monitoring and control software of SCADA system base on the hardware of SCADA system. This software achieved the function of statement monitor, processes control, and data management. It enables to exchange data and communication with another control system, and very good meet the operation and management of day-to-day requirements.The system uses OPC technology, industrial configuration technology and database management technology.One important characteristic of OPC technology is good opening. It can make different system platform integration by OPC protocol. Data and information provider as OPC server, data accepter as OPC client, data share between client and server by client visiting server. To visit the data of oil data management system, this paper set monitoring and control software as OPC client, oil data management system as OPC server, and so monitoring and control software could integrate with oil data management system.This system uses Citect configuration software as platform, develop human interface. Use genie and super genie in Citect configuration software, it achieve the control of valves, pumps, tanks and other scene equipment. The process control is the key issue of software design. According to the technology requirements, this system has three type processes: uninstall ship, loading ship and vehicle, Interim. In the process of designing, processes were established in accordance with different types of different control pages. Through sent the process code to PLC, control processes' running, and make an optimization study of processes design against existing problems.The interface provided by Configuration software is a channel which external application programs can embed in the configuration software. This paper using SQL server as historical database saves historical data of system. Through the embedded application program visiting and operating database, complete the data management module design of this system.In this paper, the tin-section SCADA systems monitoring software not only the equipment have the real-time monitoring and control at the scene, but also provides a rich and practical statements of data management capabilities. And Practical application of the system fully verifies the practicality and reliability.
