China's reform and open-up have been carried out for 30 years, Both the material life and the spiritual life of Chinese people have been greatly improved, The quality of living of Chinese people has been also raised to an unprecedented height. In the case that this change happened to the most majority of Chinese peasants which stand two-thirds of the nation's total population, we can conclude that China has been in the prosperous period.Communist Party of China and our government have paid a strong focus on the development of peasants, agriculture and countryside. In Chinese contemporary social environment, the substantiation of intellectual and artistic activity of Chinese peasants have more and more dependent on television which is the most popular media. The TV programs which focus on rural life have gained more and more attentions, so the improvement of the quality of rural TV programs presents a further significance to not only the intellectual and artistic activity but also the culture of Chinese countryside. It also has a great meaning to the construction of our socialism new countryside.This paper will analyses and present the origin and the development of the northeast Chinese culture. And it will also give a whole view of the northeast Chinese TV programs,. By using the method of combining conclusion and deduction, consulting with the regional communication theory, the thesis will layout the short term plan for the development of the northeast Chinese TV programs. The aim of this paper is to contribute to the further and better development of the northeast Chinese countryside, and it also discusses how could the TV programs serve the public in a wider and deeper way.
