Studies On Publishing Industrial Policies In Beijing

For all the development in the publishing industry, there is still a major gap between China and other developed countries like the U.S. Given its weak domestic market integrating power and international competitiveness in terms of publishing, it is a tough job to achieve a vital position in the world cultural industry. Thus it is our ultimate mission to enhance the international competitiveness of Chinese publishing industry so as to make it list among the world powers.Beijing, the biggest research center of publication in China, plays a critical role in the development of the national publishing industry. To vigorously boost the capital publishing industry is a major step to improve China's publishing industry. How to secure a fast and healthy development of the capital publishing industry? Practices tell us that industrial policies are the key to the question. Policies are the medium linking theories to practices. Publishing industrial policies not only will guide the capital publishing industry to the right direction, but also promote the rational development and utilization of publishing resources, while play a vital part in the development of Beijing publishing industry, so as to secure healthy and rapid development of the industry.In a sense, we can say that the capital publishing industry grows under the guidance of policies. Without the support of industrial policies, Beijing publishing industry will be quite different from its present development. But we also have to admit that the industry is now in a critical era that features development and system transformation. Compared to the demands arising from the development of the Beijing publishing industry, the capital industrial policies are relatively at a backward level with publishing resources allocation problems that will not be in accordance with the market economy, such as publishing market disorder, awkward operation mechanism, mono investing and financing channels, negligence of publishing talent training, just to name a few. Thus it is worthwhile to study and renovate publishing improve the capital publishing industrial policy systems to cater to the development of capital cultural productivity and to achieve prosperous and leaping development of Beijing publishing industry.The dissertation is made up of three parts to give an overall analysis of the development policies of the capital publishing industry to find out problems and rendering solutions. The first part introduces the connation, extension of publishing industrial policies, its features and functions. The second part talks about the practices and performance of Beijing publishing industrial polices and existing problems. The third part takes a global perspective and comes up with suggestions about Beijing publishing industrial polices in terms of taxation, financing, protection, and human resources.
