With the development of the informationization, network and digital, the wave of information affects every field of human society greatly. The colleges also introduce "digital" to their routine work and life like teaching, research, management and information sharing, and establish Information Management and Service Platform based on network communication to assist teaching, research and management.This paper provides a solution to the construction of the current college management system through the analysis of widely used college management system and the existing problems, and illustrate the detailed application of this solution by realize a module of the system. During the analysis of the traditional college management, it firstly analyzed the technical background of the existing system-traditional double-layer exploitation model, found it unable to satisfy the application of the large-scale college management system. Based on these problems, we suggest a Object Oriented design based upon struts construction, and introduced MVC design model under the J2EE technical frame to realize the exploitation of the college management system. The B/S three-layer structure of J2EE possesses good capacity of duration, exploitation, replication and security. The Struts construction is a popular Web application frame based on MVC and it fits the J2EE regulation.The paper used the college management system as the background, combined some special requirements of the colleges, and considered the concrete environment of the national colleges, designed and realized a college fundamental information management system based on MVC. Firstly, we compared some Web exploitation methods to show the advantages of the J2EE and struts frame. For the realization period of the project, we emphasized the construction process of the View, model and controller of the struts frame. The running effect of the system and the future of the Struts frame are finally explained. We explained that how to apply the whole application system to exploit and discussed the matters management, safety management and abnormity process. The three-layer system construction has related regulations for the coupling degree, data transaction and joint transfer, and carried de-layer for the complicated business layer by which the system performance has been increased greatly. At last, we used the Struts module, and realized the system function in a short time.
