Book purchase is an essential part of the base and prerequisite of university libraries. It is specially associated with the quality of book resources in a library as well as the ability to provide high quality information resources for the teaching, research and study of the teaching staff and students.There exist more and more problems in the purchase of book resources of university libraries at present. The prices are rising and the funds are limited; there are more books published and distributions are disordered. Therefore, it is difficult to purchase satisfactory books because of the limited knowledge and personal experience of the purchasing librarians. This thesis aims to solve the problem by analyzing the characteristics, tasks, the purchase principles, and the present situation of book purchase of university libraries. On the principle of "Buying for Reading", the author works out the new purchase system which provides the bibliography to the readers. In this system, readers of different levels could also recommend what they believe necessary and then the system will automatically grade the commendations and make a decision according to some selective principle. Besides this, the system has the function to make duplicates of the books that are reserved in the library as well.There are four modules in the system—the sub-system of readers' recommendation, the sub-system of system management, the sub-system of information input, and the sub-system of information analysis. The decision-making process consists of three steps, and they are the input of information, readers' recommendation, and decision of book purchase. The combination of B/S and C/S mode enables the massive data transmission, high efficiency and great security guarantee of the system.
