Comparing with the national and provincial Broadcasting-TV Groups, city level Broadcasting-TV Group seems more limited on its position superior and the media resource. In the face of the opening media industry after entering WTO, it is valuable to make a in-depth research on how to make full use of vantages, avoid shortcomings, to win in the competitions and to propel the sustainable development as a city Broadcasting -TV Group. Hereon, the text focuses on the typical representative of the city Broadcasting-TV Groups——ChangSha Broadcasting and TV Group. By means of analyzing the present position superior, the creation of the core competitive strength related with the developing strategy and the competitive strategies which have already been implemented, this article will proceed a preliminary research on ChangSha Broadcasting and TV Group and bring countermeasure and advices, including combining the inside integration and the outside integration, on its sustainable development. It is hoped that the research could bring some illuminations to other city level Broadcasting -TV Groups.While analyzing, the text combines the data from the questionnaire surveys and the visiting surveys, from several aspects, to carry out an overall, systemic and compete study on ChangSha Broadcasting and TV Group, to combine the its history, to discuss the features of the group spirit and the group principles, to find out the essential points and difficulties during its routine managements and operations and to direct the practice of other city level Broadcasting and TV Groups effectively. Those above-mentioned aspects include the history of its development, the position situation and the social effect, the present media strategies, the current difficulties, the reformations and so on. Herein, the text puts out the concepts of"conceptive integration"and"frame integration"creatively. As to make the analyses and the strategies more scientific, the text inspects the developing strategies of ChangSha Broadcasting and TV Group in the background of the national and the global media competition situation. This case analysis of Chinese city level Broadcasting and TV Group is useful to investigate the current situation of city level Broadcasting and TV Group and enrich the knowledge of it. Basing on the analysis, It is significant for the strategies, the principles, the marketing management, the creation and the divisions of the city level Broadcasting-TV Group in Chang Sha or other cities.
