The fast development of Internet, with the emergent of Web Services technology, leverages the idea of software as services as the trend of Internet application. On the other hand, vast small and medium enterprises are eager to invest limited resources into construction of information systems in order to improve their productivity and comprehensive competitive capacities. As a result, Web Services oriented Application Service Provision (ASP) business model becomes the leading direction of enterprise application across Internet. Undoubtedly, it will offer potential business opportunities to Independent Software Vendors (ISV) while confronting challenges and opportunities as well. Research and development on Web Services oriented ASP platform therefore becomes an exigent subject for ASP industry and a focus in relevant research and application areas as well.Based on analysis of the historical development and current situation in ASP as well as the technologies related to ASP service platform at home and abroad, intrinsic drawbacks of current application of ASP is given, together with accurate analysis on the development of it in the future. Potential opportunities and challenges facing the ASP industry are then addressed. Following this, and taking into consideration the requirements of ISVs, ASP Operators and SMEs as well as the present status and future trends in Internet and the related application technologies, investigations are made on the construction of the business model of Web Services Oriented ASP. Particularly, a Web Services oriented ASP Platform is presented with the design of its architecture, functionalities and its application models. Besides, discussions are made on the overall design and technical scheme of implementation for some of its core and fundamental components including routing service, as well as security and charging services.Following the framework mentioned above, and aiming to the integration of manufacturing resources for SMEs in dynamic alliances, some key technologies of manufacturing resources integration are investigated. A Web Services oriented framework for this is offered, with some in-depth discussion been made on its framework architecture and system implementation, as well as necessary technical considerations in such aspects as dynamic integration and intelligent search.Finally, in the light of Service Oriented Architecture, the system model, work flow and developing environment have been designed, and by using .NET, core implementation of the system has been realized.
