The standard cell library is a foundation to ASIC Design, its quality and performance is vital to ASIC Design. Military standard cell library make more demands on performance and reliability, the design and development of high performance military standard cell library is particularly significant in the design of military microelectronic device.In this paper, the design characteristic, methodology and the flow of standard cell library design is summarized at first. Next a 0.18μm CMOS military level standard cell library which consists of 515 standard cells is designed and implemented. Then performance optimization and reliability improvement is applied to the library. Finally, both the simulation verification and application verification is adopted to ensure the correctness and performance. The results indicate that the military level standard cell library has met design requirements. The main work and contributions include:1.A new design flow for standard cell library is proposed. It integrates layout migrate tool, standard cell library characteristic parameter extraction tool, layout design tool by means of frame work technology. The main advantages include shortening design turnaround and providing detailed and accurate library model.2.A design specification for 0.18μm CMOS military standard cell library design is given in this paper. Based on circuit simulation and experiment data statistical analysis, we determine the critical problem of P/N transistor width ratio, noise margin, cell height, power/ground electromigration, etc.3.A 0.18μm CMOS military standard cell library which includes 515 standard cells is designed and implemented. Targeting to performance and reliability, various optimizations are applied to this library. The main method is increasing some combinational cells and the sequential cells that have quantified drive strength. The simulation validation and practical application show that the design applied the military standard cell library have better performance compared to the library previously.4.A method for the military standard cell library test is proposed and corresponding test circuit is designed. This approach can not only verifies standard cell's function, but also completes the cell's performance, such as delay, maximum clock frequency, setup time/hold time, etc.
