| With the quickly development of multiple technology, networking technology, communication technology and earthly spatial data requirement technology, mass data storage management, "digital earth", "digital China" had also transformed from concept model to project construction. So the intrinsic standars of informationization didn't adapt to the digital construction requirement nowadays. And the constraction of digital city was be set as the information industry and urban infrastructure constructions' strategic focus in the period the of "11th Five-Year Plan", so many enterprises and government, used this constraction as the breach of ways to realize the regional infromationization, and joined in the constraction of digital China project positively, and "digital province", "digital region","digital city","digital industry" appeared. Now there are more than 120 cities have Town Planning Management System, more than 400 cities has a real estate management information system, more than 100 cities have professional or the comprehensive management system and more than 100 cities are building space-based information systems. What is the situation of those constructions of digital region now? Did those reached the people's need? So, to build an appraisal system is very important and emergency. Appraisal system is the important party of digital China, and is a subject which is worth to explore.In appraisal field, many regions which have advanced information technology have their own appraisal system in foreign countries. Such as American, British, Korea, and so on, they all have their own appraisal system for information constructions. In China, although they got many successes in digital constructions such as manufacturing, agriculture and finance and so on, they had not a comprehensive, systemic appraisal system. All of those affect the digital china's healthily development. So the works of digital region appraisement are as important and emergence as constraction, and they are the most important constructions of digital china project with the exploring meaning.This article is supported by the Peking University's Wiser research fund, throught the research of Sichuan's well informationization places such as Panzhihua, Dujiangyan, Deyang, and so on, and analyzing in fully our country existing informationization appraisal system's foundation, combining the experiences of the construction of culture information,creatively proposed a set of region digitization construction appraisal method which based on the data, this appraisal method from the infrastructure, the technical system, the safety control system, the plan and the organization, the service and benefit, and those five aspects made this appraisal system has the very good versatility.This article also produced "Digital Region Appraisal Handbook And Score Chart"," Appraisal system manual" and a set of complete digital grading system, its result showed by the radar diagram form on the digital globe platform that was very clear and direct-viewing, has highlighted its optimized ratio. This system has obtained the good appraisal after apprising Dujiangyan's digitized level, and had very good promoted value.This article introduced the topic origin, the research significance as well as the domestic and foreign rearch situation on present and so on in detail, in the first chapter. In chapter 2 and chapter 3, it introduced the digital regional appraisal system's formulation in detail, the appraisal method and a set of appraisal model. In the 4 chapter, it introduced the grading system's design mentality and the how to put it into practice. Finally take Dujiangyan as the example, briefed this appraisal indicator system's experiment site application situation in the 5 chapter. |
