Starting from the TV industrialization in China, through the analysis on the following emergent conditions which are representative, numerous and basically identical, i.e. great pressure, reduced audience rate, weakened competitions, lowered brand value and insufficient potentiality, this paper sums up in detail the policy, mechanism, trade, market, fund and technology to result in these dilemmas. The constructive thoughts of building up new propaganda idea, forming core competition, renovating brand policy, sharing channels and projects are put forward. The purpose of this paper is to find renovation policy for several provincial Television channels, Especially Television & entertainment channel of Shaanxi Television Station.The methods of example investigation, data analysis, diagraph indication, actual survey and special interview are used during writing the paper, then the reality, objectivity and overall of the data are insured. The basically accurate conclusion is made through phenomenon analysis, problem analysis, thought check.The paper demonstrates the real condition and deep thinking of Television channel under the background of policy, mechanism, trade, market, fund and technology. The valuable resolutions are put forward for principle work transformation, building up core competition and brand, perfect industrial chain.
