In the network environment, This paper makes the obstacle of interactive between " World 3 " and " World 2 " logical beginning and theoretical foundation. From the standpoint of organization the network information resource, this paper discusses the theory of Findability and elaborates four parts of Information Architecture's and Network tag's sustainable effectiveness in practice of Findability. Furthermore, this paper puts forwards that if the intelligence workers want to makes their work better, they must let their work to became "facing to user" and "user-centered". Doing it like this can increase the findability of network information resource. Essentially, we can call this work "expert agency intelligence service " which is a ongoing research on the " Knowledge Flow". Our purposes are that user can retrieve valuable information; information also can link to interrelated users ; achieving Human-information-interaction,Human-human-interaction,Information-information-interaction. Therefore, researching the information retrieval behavior of user have important guideline value and great realistic meanings in network information resource organization. In the second part of this thesis, we puts emphasis on the information retrieval behavior of user in network environment. The content in theory includes based "Brookes' cognitive equation" and facing the user's cognitive psychology and social psychology to analyze the user's behavior. In practice, the second part expounds some specific application. For example, Personal Navigation, Computer Supported Cooperative Work, Social Navigation. Etc.In the third part of this paper, we chooses some Webs with typical form of network information organization appropriate and analyzes these Webs from three angles. The three angles are four parts of Information Architecture's sustainable effectiveness in practice of findability, the user's cognitive psychology and Personal Navigation, the user's social psychology and Computer Supported Cooperative Work and Social Navigation. In the last part of this paper, we raise a mimetic solution in connection with the core content of this paper. Basing the ancestorses' research, this part considers synthetically the dialectical relation between the way of network information organization and the findability's degree of network information organization, puts forwards how organizing the network information resource to face users. In fact, " facing users " increases naturally the findability of network information resource. Finally, this part tends to extract essential discipline from the mimetic solution to guide the network information resource organization to increase the findability's degree.Basing theoretical analysis, case studies and the mimetic solution above, the conclusion of this thesis points out that the findability is the main interactive performance between user and network information resource. Essentially, this paper shows that the findability's degree of network information resource and the satisfaction of user's information need are two sides of one contradiction. The key of resolving the problem is not only the traditional information organization facing the network information resource itself but also needing the intelligence workers to consider users and the interactive between "World III" and "World II" more. The form of interactive is the information retrieval behavior of network users.
