The Research Of Central-branch Service System Of Public Library In The Harmonious Society

In the China Communist Party's 17th Congress, "a basic system of public cultural services" is one goal to build a moderately prosperous society. The public cultural service system is an important part of culture of the building of a harmonious society. Public library is a key component of the system, which playing an important role in moral qualities, scientific qualities and spiritual civilization of the whole society. In China rural areas, all cultural services are undeveloped, particularly library. How to construct rural libraries rapidly? It is a real question to be answered by the government.Based on the summarization of domestic and abroad experience, this paper uses central-branch library model to build a four-hierarchy public library service system. In this system, a city library is the main center, town and rural libraries are sub-node, country libraries are the bottom layer. This model tires to promote the development of rural libraries by the advantage of city library.The paper mainly includes the following six parts:The first part summarizes the background of research paper. The author defines some concepts about public library, public library service system, points out the purpose and research method.The second part briefly outlines the public library service system in the developed countries, which give the enlightenments to domestic system.The third part focuses on relationship between the construction of the harmonious society and the public library development. Under the new situation, there are opportunities and challenges co-existing that the public service must be confronted. The forth part is that the author made a survey of Changchun City Cooperative Libraries and analyzed of the existing problems of that system.The fifth part puts forward a proposition of constructing the public library service system in the harmonious society. It discusses in detail from four aspects: the overall objective, the overall planning, service assurance system and operational mechanism.The sixth part summarizes the full paper, makes the limitations of this study and the future outlook for further study.Totally speaking, public library services system can promote rural libraries development. It is a great component of the harmonious society.
